If you have a south (or SW/SE) facing window, starting stuff like tomato or pepper seedlings is usually fine without additional lighting. I'm placing an aluminium foil coated press board behind the plants for extra light reflection. Usually starting those in February (to plant in the ground late March/early April after the last frosts), and the winter sun here at 50°N is very weak, still I don't have issues with leggy growth. Key thing is to have a room with rather low temperature whenever the sun doesn't shine into it, where I start mine it's usually around 13-15°C whenever it's night or overcast, but locally heats up to above 20-25 whenever the sun is out.
For germination itself though it's best to put the seeds on a radiator with constant ~30°C, they'll sprout within days. After they pop up I move them to the cooler room to avoid leggy growth

I used run off the mill "Blumenerde" to start mine too. Thanks to the high organic content, some shrooms and molds sometimes appear, but that's usually nothing to worry about
But I started them on a radiator wrapped in plastic at 30°C, then in the first weeks put them on a SW window with aluminium foil coated cardboard behind, so they don't get leggy in the weak Feb/March sun
Didn't take a pic this year, but looked pretty much the same as last

Just place things cold over the winter months to avoid leggy growth, like an unheated room around 10°C or so. I'm "only" on 50°N but that's how I treat my light hungry tomato starts (after they sprouted in hotter temperature). Means they're growing slowly in the beginning but stay sturdy - here a pic from February. It only got locally warmer when the sun was out, which doesn't happen too often here in those months
