Just cut the handles off the spoons and forks and shape the handles into the shapes and sizes you need. Drill a couple holes. Slap on some prism tape. Attach the split rings and hooks. You could probably make over 200 for as little as $50, depending on where you source your materials. Hooks will cost the most.
