in the US (rural oregon here) we have all manner of gravel logging roads crisscrossing the forest -- they are largely what you described. For example; this is a sat image of my 'neighborhood'; all those roads are current/past logging roads.
i think in this thread in particular it's mostly urban/suburban people driving to state/national forests and discussing the actual purpose-built trails there.
