I only fish from shore and I'm in New England so I can give you some advice there. Tide depends on the spot you are fishing...some spots are good at high tide others are good at low tide but its not a hard and fast rule...sometimes you can find fish at off tide timings if you're in the right place at the right time.
Striper fishing from shore can be tough at first because you need to know your spots and what happens to the water at a particular tide. Stripers like moving water as they are powerful swimmers and bait gets caught in strong rips and are easy pickings.
In general you want to pick places like tidal rivers, breachways, sandy shorelines, bolder fields and piers. When it comes to tide usually the best times are two hours before and after high tide or low tide as the water is moving. Beaches usually fish better at high tide than low tide (especially incoming) as the water is deeper closer to shore and the tide brings the bait in. Tidal rivers are good at all tides but you need to find the spot where the water is moving. In tidal rivers you get the river pushing against the tide and this creates the perfect rip to find striper. It moves up and down the river during the tide cycle. I don't fish piers very often as thats more gear guys fishing them so I can't comment. Tidal ponds can also be good but are trickier to wade and find fish consistently.
