I wonder if they arrange for somebody to meet them before they really land. Recreational boat traffic is heavy all around The Keys and South Florida so I'm assuming a raft would be easily spotted before it actually hit land. If they come at night, there are tons and tons of islands around the Keys where they could land but there is only one road going to the mainland so they would probably need somebody to meet them.
I should just ask some Cubans how they did it.
