Or do you see them in the water? It's very very possible you might not be targeting them correctly. Take a hard look at what is in the lake that fish could eat. You say there's minnows, so that's one. Fish baits that look like minnows. If you see a shit ton of bugs get a cricket hopper, or try a dry fly presentation. Nothing but bull frogs? Good! Throw out a frog bait. We like to think of fish as "every bass likes this, all catfish will like this approach" but the reality is every single fish is an individual, just like we are. Every fish in the lake has a different brain, a different goal, a different taste. You gotta experiement to find what works for you, on your body of water, in your weather conditions, at this time of year.
