They are pretty cheap for a one-plant footprint and just about anything will work for you if it is full spectrum. Just make sure to check the height the light needs to be placed at over the plant during the plant's different growth stages; as usually changes from seedling to mature plant.
LED grow lights are so cheap and the market is really saturated with them now. I'd go on amazon and search up some in your price range then read the reviews people are giving them. Most of the time the LED and driver are the same one across multiple cheap brands. Reading those reviews will also give you a bit of a second hand info education on grow lights in general and you can learn a lot. Both for the hardware and how the people are using it or failing to use it. You may read a few "user error" reviews where the user gives a bad review, yet it is the user's fault, not the hardware's.
There are lots of indoor growers here that have peppers indoors and also do "bonchi." Hopefully, some will speak up too.
