For something extremely cheap and decent for the price I've heard good things about fiskars' hatchet. Usually runs anywhere from $20-35. Will do some work for you and if it breaks you didn't waste a paycheck on it.
For a little bit more an estwing works pretty damn well all things considered. It's a step above shit hatchets without spending a whole ton, but I know for a lot of people the one piece handle/hatchet isn't ideal, since if the handle breaks you're kind of fucked. It holds an edge easily and can slice paper if you know how to sharpen it. I've had one for a while and it's been doing great.
Keep in mind that really anything with a separated head and handle is ideal. It's easier to restore and take care of if it gets damaged. Find something at a yard sale and spend a weekend de-rusting, sharpening and fitting a new handle.
