Drawknife helps with establishing an unbroken ring along the back but any blade will work. Rasp for finishing touches and tillering.
As a beginner I'd think 10 to 25 hours depending on how nice you want it to be. Maybe an hour or so to make each arrow from scratch assuming dowels & feathers.
For string you want something that doesn't stretch. Linen thread, rawhide and catgut are traditional but the latter two will go to shit if it rains AFAIK. You might be able to find something called Dacron B50. Youtube how to make a flemish twist string and a timber hitch.
