The "Homeless" problem is actually a drug addict problem.
The homeless aspect is probably the most persistent and publicly visible problem associated with these people. Trash, illegal parking, shitting in the street. If this was the only actualy problem, ie, these people don't have housing, we could solve it in a few years.
The real problem, thats not constantly occuring in front of our eyes, is these people for the most part, are drug addicts, or mentally ill, and commit property crime to feed there addictions.
To solve this problem we would have to imprison them, or institutionalize them. And theres an army of lawyers looking to protect the "rights" of these people.
City and State Government have no balls to deal with the actual problem. And our legal system is set up in such a way that these people will never be taken off the streets.
Only real way to avoid them is to leave Seattle. Head to Eastern or Central WA where the climate doesn't enable the mentally ill, and drug fiends.
