Dude.. look into Dual Sport bikes, or adventure bikes, they're not a scooter, they're a street legal dirt bike. They're a LOT quieter, equipped with lights, signals, etc. and they're able to ride on a road or highway, and a dirt road, trail, etc.
Only thing with a Dual sport is they're like a swiss army knife, they're not GREAT at anything, they're not super quick (some are), they don't have the comfortable suspension of a road bike, and theres better out there on dirt
BUT!
This kind of bike is going to be better on dirt / trail over a crotch rocket or a 'road bike', they're going to be more comfortable, quieter than a dirt bike so your not annoying all of your neighbors.
When I was a kid i had a Suzuki DR200SE (14-15 years old) and that was an awesome bike at the time but I outgrew it quickly. It was relatively slow to accelerate, and only did 70 mph on roads (remember this is only a 200cc which is a very weak and small bike)
