Small motor like that you're going to give up a lot of performance, either as torque off-road or speed on-road. You can gear it for one or the other.
It'd be a decent starter bike, I suppose.
Outside of fuel injection, suspension and materials/durability really hasn't changed that much in the last 10 years. You can find a good used bike with some hours on it for about what you'd pay for a new "toy"-bike, and still be on something competitive that's supported by manufacturers/aftermarket with good parts/accessories availability.
