This could easily double the price of each care package, and while I'm all for helping those in need I could never justify to myself spending over $20 per homeless person on supplies, a majority of which won't last them a week. Besides, handouts don't help the homeless - it enables them.
On a similar note, let's address the root of the problem - namely that most homeless are decidedly so. It's easy to give up if holding your hand out on a street corner gets you somewhere. In fact there are pan handlers that make 6 figures a year on handouts alone.

More social programs = more handouts = more homeless (fake and legit). Conversely, criminalizing homelessness = mandated handouts via tax dollars (jail provides a roof, facilities, a bed, and 3 square meals at taxpayer expense). Transporting them doesn't solve the problem, it places the problem upon someone else. How do you 'teach them to fish' so to speak when none of them have an interest in learning?
