yes indeed. you could buy a waterproof sleeping bag, backpack and clothing.. but it would be still a wet and expensive biwak.
because i life in Germany, central europe, we have all kind of weather.
i would buy a 1- person tent and a tarp. a rain poncho would also work. use the tarp/poncho as optional awning.
