I feel like I've been to an overlook that was near Sheffield but I haven't been in that particular town itself, unlike Warren, Kane, Bradford, and Smethport.
I mean there's pockets of poverty in many rural mountainous areas regardless of state and to some extent it all looks the same when you see one trashed double-wide trailer with a bunch of junk sitting outside in a hollow you've seen them all but PA certainly has much nicer roads and more signage and better maintained trails and nicer towns and all that. Just feels like there's a lot more money in PA than WV.
Also I see people using tents for outdoor storage on their property in WV, whereas in PA people have like mini-trailers for storage.
