>>1367755Just get otc non-permit game management tags in AZ, they still suck but some years they give out more for javelina, other times more for elk, but deer always sucks in AZ the limit is 1 per year if you're lucky enough to get drawn. The excess elk tags are almost always low success areas though, and also coyote hunts are yearlong in AZ. Otherwise back east is probably your best bet for decent deer hunts with a non-resident tag.
