Get Luckycraft 110 flash minnows. Expensive but the hype is real and they work. Also simple spoons can be successful as well.
For bait rigs I've had success with rigs like pic related. Dig up sand crabs, find some striped crabs on the rocks, or cut off some mussel strips. Best thing about surf fishing is your bait is all around you.
