The ESA was designed to get animal numbers to a sustainable population, so proffesional wildlife managers set a number at which the animal is "recovered". In MN we reached and surpassed the number, and as a result Wolves were de-listed and a very limited controlled harvest was instituted. 2012-2013 we had a legal wolf season and harvests were within estimates made by MN DNR. Unsurprisingly retards sued the state and are attempting to get the wolf either re-listed or protected for no reason other than they think wolves are fluffy.
This is why people distrust environmentalists, and the ESA.
