-If your starting out with no paddling experience and are actually looking to go a bit far from shore: Get a sit on top.
The main reason being safety. If you fall out of a sit on top you can hop back in. Most 12 ft+ sit inside sea kayaks are 90+ gallon boats. That means if you flip one of those and swim they fill up with 90+ gallons of water. If you dont know how to roll, if you dont have a paddle float and bilge pump, if your paddling alone and there's no one around to help then your fucked.
Yes there are pluses and minuses to sit on tops. They typically dont have as much storage as sit insides. Their center of gravity is higher on average. You are a little more exposed to the elements. But your personal safety should be your number 1 goal when looking for any sort of sporting equipment. Get an affordable sit on top now and if your skills ever develop more to the point that you want better equipment to suit your growing needs then take a class and get a sit inside and start wearing sprayskirts.
If you /need/ a specific boat recommendation, im a fan of the Wilderness Systems 140 or the Jackson Journey. But get whatever in your budget or reccomended by the OUTFITTER WHO YOU WILL TOTALLY GO AND TALK TO.
