Originally, those cairns where meant to mark a path that's not traveled that much that a visible path develops, so you use those for orientation.
And here in the alps, they are still used for that purpose for some scrambles to some unimportant peaks, and yes, they do indeed sometimes mark the start of a climb. But not int the

Luckily, it's not that much of an epidemic over here, so I don't have a strong opinion about cairns, but yeah, kicking them down might be a dick move. But building "fake" ones is too, so whatever.
