These fires were going to happen anyways because there was huge swaths of land with debris piles and sawdust with bare minimum of regrowth. What I meant in terms of fire management is that nothing was being done about this debris, and there wasn't much in terms of fire breaks, and no idea for the communities on how to quickly respond to this. So it allowed a huge fire to be much worse than what we would see after people started to think about forest fires. Fires around this scale kept happening for the next few decades in the midwest for these reasons.
