Its within the realm of posibility that Bass and Bluegill "could" eat every single member of multiple year classes of carp, but its improbable desu. They can control them like they do in most lakes. But complete extermination is unlikely. As predation rates are based on prey density.
This is why in healthy lakes, despite carp being present there are healthy populations of Native Fish. The only reason for booms in carp population are due to environmental factors that prevent the predation of Carp in the younger year classes.
Turbidity and water quality factors determine how well a carp population is controlled.
High turbidity = Reduced Predation By Sight Feeders like Panfish and Bass
Bad Water Quality = Dead intolerant species. IE Bass and Bluegill.
I'm not disputing that population reductions of carp are impossible, but complete elimination merely using recreational angling and native predators isnt going to exterminate them.
Lakes where carp are not the dominate species are actually typically better for the Carp Fisherman, as this means that the population is controlled, and the pond isnt full of starving 5lb carp.
