The lack of dense forests is hard to deal with but it is what it is, too many eucalyptus plots of private land and unmanaged give the idea that Portugal has lots of green covering but it's not exactly true and then there's the barren public lands, the ones on the mountain (hills) have nothing but bushes and the ones who have actual trees more often than not get burnt to the ground during summer months. It's a tragedy.
Not everything is bad tho, close by to where that photo was taken there is a small but somewhat thick area of pine tree new growth, it's always empty despite having a fine view so there's that.
