If price is a big concern, an Old German Clay pipe might be worth considering as they start at like $9USD and have some cool molded designs. Clay has its own pros and cons so YMMV, but I like them.
I get a lot of estate briar pipes and clean them up to save money. But not everyone likes the idea of smoking a used pipe
