>>1487297It varies a lot I'd imagine but as far as I know if the town isn't on private, federal or tribal property where it's restricted to build. It might be possible to re-found it with a hell of a lot of money and resources. There are 3 ghost towns near me, two on national forest from the 1880s, one on tribal lands from the 1970s. The tribe tried to build a resort town in a wilderness area on their lands and it cost too much money and became a ghost town but I imagine if they had the time money, interest and resources they could rebuild it again because it's on land they manage. Rebuilding on federal land and national forests and parks is probably very difficult to impossible, while rebuilding a ghost town on private property is probably the easiest if you get permission or buy it. I could be wrong though and you might be able to build on some federal lands in special circumstances.
