There is a maximum volume that a landfill can hold, and if the garbage that is in them doesn't degrade efficiently (such as plastics) then you have to zone for further landfill space. The issue is that landfill creep could potentially cause a large amount of space devoted strictly for waste products. Instead, managing our consumption, or reusing and recycling materials is both more sensible economically (cheaper to use manufacture with processed aluminium than pull more from the ground) and ecologically.
