>>525424That is used natural gas pipe line. It is made of black High Density Polyethylene (HDPE) plastic. It is naturally curled like that due to being on a massive spool when they take it up and store it. It is pretty thick too and comes in 2 sizes. It is surprisingly sturdy in those short sections. It can be easily manipulated, cut/drilled, and can be melted and welded together using a heat gun.
