I'm pretty sure most soldiers will chose a civilian alternative if they can, and if you look at SF/SOF you'll basically only see civilian boots like asolo, salomon, merrell, meindl etc.

That's why you go with full leather boot without gore-tex
Lundhags boots are popular for mountain hiking here in Sweden as it's quite wet, also used by the military. Bottom part is waterproof and they dry fast.
