Get the light stuff on the bottom you only need at days end
Get the heavy stuff in the middle and closest to your body
Get light frequent items items you need in a hurry (rain jacket, puffy jacket, snack, first aid? ) at the top
I'm willing to bet if you are having load carrying problems (and your pack is fit properly, not to big and that pack looks like it might be too big for you) then you have a packing problem.
