I dont have much advice for getting them from land but you will catch them off the beach close in chasing around bait fish, theyre a schooling shark so when you find one there will be more.
we burley up good to attract them and use slimey slices on a 4/0 suis and the slimey frame on another rig they all get taken.. I landed one of picrel on a 10lb light setup.
for beach I'd probably try a paternoster rig with a short hook line and a 4/0 with a slice of slimey or yakka something will take that
