I'm a glowie and a longtme local. My family has lived in town since the 1870's so my name is known here even if the cops don't know me by sight.
I'd guess a person from out of town detecting here might face arrest and confiscation. Possibly jail if they get caught with something valuable. But locals can get away with it if we're careful and know some people in law enforcement and government.
Personally I just try to know the landowner and make sure they won't press charges. I know a fair number of people that own ghost towns in my area. When a landowner lets me detect I share what I find with them.
