Jacket manufacturers usually use two layers of fabric, one on each side of the membrane to protect it, to construct their jackets. What failed in your instance was likely the jacket, in its construction, or in its wear. I always test my waterproof boots in a bathtub, and have returned some boots because one leaked. With a jacket, you have several yards worth of seams that all must be precisely taped. If a gear manufacturer is cheap about how they construct their jackets, the seams will leak. The membrane itself, if used properly in a jacket, does not leak. It would literally be like water flowing uphill. That's one reason people are willing to spend $150+ on a quality jacket instead of picking up some dimestore pull-over just because it has the Gore-tex name sewed on it.
