it's a place to sleep, get changed and maybe poop/cook if the weather's bad.
if you're in a van living in the city then you need to be out in the city through the day.
if you're in a van to be /out/ then you need to be /out/ through the day, or use the van as a part of your campsite (ie: hang a couple of tarps, build a fire pit etc)
