far from it, yes there are religious troops and shitty troops that only do car camping every now and again but thats because they are formed from non scouting people.
the churchy ones are literally started from a church group that thinks its a good way to get their kids into something god related when it isnt so they dont do much.
the watered down ones are either made by parents whove never done outdoors or get taken over by shitty moms who want to baby their kids and literally accomplish everything for them.
the second is by far the worst and obviously for the mom reason. its the same reason why all of the merit badge requirements are so fucked up too. it sounds bad but BSA needs to be solely male with minimal support from moms.
