Imagine the drum brakes that are uperated with a parking brake cable, only instead of a cable, there is an arm inside of the drum unit, and on the end of the arm is an electromagnet.
The electromagnet has material on it similar to a clutch and rides against the face of the drum, where there is a surface like a flywheel.
You apply a voltage to the coil of the electromagnet, it causes it to stock to that flywheel like surface and create drag. the drag causes it to actuate its lever and push the drum brakes apart, just like a normal brake.
In the vehicle is an automatic brake controller that will usually sense break pedal position and apply voltage accordingly. There is also a knob to adjust the brake voltage zone, and a linear switch to apply it manually.
12v = 100% brake force, 6v = 50% brake force, 9v, 75% (not really exact values but you get the point)
