All goretex I've used will let a bit of water in after a while, though it dries fast even without a change in the weather. The dryest thing I've worn is unironically just a poncho tarp. Semi breathable due to it being baggy and open at the sides, so sweat wasn't as big of a deal as it would be in a non breathable material jacket or pants combo
Just keep your goretex gear but when it's really pissing it down throw a poncho over top
And wear fast drying shit underneath, because sometimes you just can't avoid getting wet no matter what. It's all well and good having full goretex until you're forced through a chest high river crossing
