Don't ever, ever run from a dog. If the dog charges at you, stay where you are and stare at it.
If the dog actually attacks you, then you just kick it away. If you're weak, tase it.
If you think you'll be too scared to have a proper reaction, take a taser with you. It is lightweight and it's the best option when you want to defend yourself and not have problems after. But you'll have to wait for it to get close enough so you won't miss.
Killing someone's dog might give you lots of problems in the future, so don't listen to the idiots telling you to shoot. It'd just be a pain in the ass to deal with.
