>>1315099yeah a 4 weight sounds about right for bluegill and bass. im assuming still water is on the menue? if so i reccomend a moderate fast action, it will be forgiving to cast, and easy in close but still offer power out to 70 feet, maybe even more with practice. an echo base would probably be a good option, though i wouldn't turn down a redington crosswater, or any similarly priced rod. if you're not so concerned with casting distance a cabelas bighorn fly rod should go on sale for $40ish sooner or later, and be a worthy upgrade. if you want a cheap, but very servicable line, a cabelas air cel will be solid enough. and then if you decide you're ready for a new reel, then either a cabelas prestige plus or an echo base reel would be a really solid option, i have both reels and like them both for their price point, and even use a cabelas prestige plus reel on my 8 weight for carp, steelhead, and saltwater.
