While wool does not swell like cotton with moisture, and while it does wick well like synthetics, it is not waterproof. You want a good outer layer to be waterproof, or at least water resistant. You'll never see someone mountaineering in a wool outer shell, but you'll absolutely see people wearing wool base and midlayers (myself included, wool's only drawback compared to synthetic baselayers is price).
