In your price range your options are cabelas cgr (I only just broke mine after openly abusing it for 6 years) or an eagle claw yellow cheap fly rod.
Pair either one with an echo base reel, and buy a ssd's scientific anglers air cel line to match. If you -have- to cut cost further, I've had decent luck with the cabelas fly lines.
Dont forget leaders and backing, or consider adding further learning curve with tying your own leaders (that's what I did, it's not that hard when you think in thirds and it's even easier once you learn to measure off your body. Forearm, elbow, bicep, shoulder, nipple, sternum, far nipple, far shoulder, far bicep, far elbow, far forearm, full wingspan)
If you feel like paying $3 per leader for simplicity sake, have fun, you're going to tie it in just as bad of a knot as the shitleader you guesstimated.
If you do want to tie your own, go to walmart, find the zebco omniflex, buy 20, 12, 8, 6, and 4 pound test. That will tie you everything from saltwater leaders to leaders for small dry flies, and about everything in between. If you add 15 and 25, all the more.
