Don't know santa barbara personally, but fishing the harbors and beaches can produce.
Carolina rig with 12" leader, 1 1/2 oz weight, 15-20# leader with 20-30# braid main line can land a lot of fish suing bait like sand crabs.
If you're fishing a bay or somewhere with more calm water (aka no waves). Throw a 3" swimbait on 1/4 to 3/8 oz lead head. Better yet, get one of them warbaits underspins or something similar. Just cast and work very slowly off the bottom, you'll have a chance at saltwater bass and halibut, plus bycatch that don't bite those things often.
