If they are surface fish, use the spinning reel.
Baitcasters are good for soaking bait or trolling because it is easier to adjust and you have a clicker on it. Also you will feel every single hit on your line.
Spinning reels are better for throwing lures because they are easier to cast in general.
As for the river It depends on the same shit as above, but if you fish from shore on a river, long rods are generally a bad idea because it can make it difficult to cast if there are bushes/trees.
