Is it really that hard to understand? There's free wifi everywhere, it's not like you have to pay $100 a month for a data plan.
Some people don't want others to know they are homeless. Personally I would rather be homeless than pitch a tent at my boss's work or home. $100-$400 a month for a room is expensive. Especially if you have debt or your wages are being garnished for some reason. That's food money.

If you are staying outside for extended amounts of time and you are still dirt poor, make a cardboard shelter:

Once you make the shelter, get one of those survival blankets, a plastic sheet/tarp, and some Elmer's glue. This shit is like $15 if you REALLY suck at shopping or don't know how to shoplift.
Glue the emergency blanket to the inside and the plastic sheet to the outside. Congratulations, you now have a waterproof shelter which can also withstand light snow. For extra points, figure out how to make both ends close up. No worries if someone steals it or a cop makes you dump it; it won't cost shit to make a new one.
OH!! Almost forgot!! Now for a super getto sleeping bag. Get a fuckton of paper, any paper will work but newspaper is easiest to work with. Now get the two biggest garbage bags you can find. Crumple EACH SHEET OF PAPER, seriously, the more effort you put in the warmer you will be. Shove it EVERYWHERE! In your coat, in your pants, discard your shame for warmth. Now make a poncho out out of one garbage bags and put your feet in the other. Repeat paper process. Congratulations on your sleeping bag!
