Shifter's probably the seal. May be able to pick the seal out without disassembling the case halves. If not, that seal should be part of a complete gasket kit which you'll need anyways.
Sometimes the shift lever can get galled up or grooved around that seal, smooth that off with fine-grit sandpaper or emery cloth before you reassemble.
