Commercial fishing is completely different and can be profitable at the sole proprieter level, but you'd want to go to the docks and learn how the professionals are doing it first (get hired).

Don't forget just growing crops and raising animals for the farmers market of whatever midsize/large city is nearby. There's more to it than just showing up with trays of microgreens you grew in your garage, but none of these legal hurdles are insurrmountable.
