Most places count opossums as pests, so, I doubt you'd have to pay for anything beyond the license and traps.

(in the other post they view the opossums as a problem to keep away from your trash, so they will develop habits eating in places they know have food) If you keep catching and releasing them in your area, AND leave out food for them, you will definitely get a colony going. (once you invest in some cages you can just reuse them over and over). They will play dead when you go to release, so you can plan for that by releasing them near the places you plan on leaving some food for them. When they feel same, they'll come out and eat. It the long run it will for sure take care of tick problems.
The only problem that you may have are raccoons. So you may want to get rid of those first so they don't compete with the opossums. Trap them and dump them elsewhere if they are close to you.
