The only thing that should be shaving hair is a fucking razor. Not your god damn, "survival," knife with the dragon handle. If the edge is at the angle where it can shave hair consistently then it is more than likely the wrong angle for ever other task. Also, there's a difference between slicing hair and shaving hair.
Make a wooden wedge with the correct angle for your tool. Press the blade to the wood and use it to slide across the stone. Learn the difference between, "honing," and, "sharpening." Get some green wax bar/paste and a strop.
