State forests are managed by DCNR, camping is allowed anywhere (backpacking). 1 night doesn't require permit but multiple nights does (it's free, they issue permits more so to prevent homeless bums from setting up camp and living there continuously for months). Also you need a permit if you're making an open fire
State parks managed by DCNR also. Camping is only in designated paid campgrounds (car camping)
