however you just own the land, if you live within this region you specifucly dont own the right to herd reindeer, that right exclusively belong to the samis and they have a right to do it on "your" land. they however cant live there, buildt houses, log it... because thats not within their right. and our constitution specificly say that the right to travel by foot covers the entire country, your ownership of land doesnt cancel this, and you are 100% dependent on it to access your own land.
its perfectly normal to have several layers of ownership of the same plot of land, most of your misconseptions about this comes from the fact you dont own land. well we do and we know how it works.
