I'm an electrical engineer, hold several radio licenses, experience with communciations/radio equipment (including design), strong mechanical skills, and my hobbies keep me in good physical shape. Experience and (expired) certifications at past jobs also played a part in it.
Without all those skills, they would have told me to pound sand. Truthfully I'd say that is one of the more difficult jobs to get if you're looking, especially as an outside hire. You may get lucky like I did and get in as a contractor, but doing that you need to have a lot more skills/experience than as a job-seeker.
